University Personnel Systems

UW System is writing the rules that will replace the contract for all UW System employees except for UW-Madison.  The process is being called the University Personnel System (UPS).  The following email was sent to employees at a UW College, in it are links to more information and the proposed changes.  Please give your feedback using the email address below, by contacting your human resources director, or emailing the Local at local171@sbcglobal.net .

Dear Campus Community:
Last spring we provided information relating to initial efforts associated with the development of a new personnel system for the UW System.  The scope of the new personnel system will include such issues as:  staffing, compensation, training, performance management, diversity and legal compliance.
[By way of background, please note that the University Personnel System (UPS) is being developed in response to a change in state law that was approved in the 2011-2013 biennial state budget.  (We note that the UW System and UW-Madison are separately developing systems.)]
The UPS Project Team has continued to work on revisions to the materials on the basis of the comments, suggestions and feedback provided by UW System institutions.  Background information and other descriptive materials are available for review on the UPS website.
Particular direction is placed on the “Final UPS Proposed Implementation Decisions” posted at:

After the final stakeholder review period closes on Friday, October 19, 2012, all comments will again be reviewed and considered while the proposed UPS implementation decisions are finalized in preparation for the Board of Regents review.
  1. The first reading of the final UPS proposed implementation decisions by the Board of Regents will occur on November 8, 2012, and will be considered for final approval by the Regents at their meeting on December 7, 2012.
  2. After Board of Regents approval, the Joint Committee on Employment Relations must also review and approve the proposed UPS implementation decisions before they can be implemented across the UW System. This final step before implementation is expected to occur in February 2013.
